Legal deposit system origin: The origin of legal deposit system can be traced back to the 16th century in France. At that time, French King Francis I issued Ordonnance de Montpellier. This order prescribed that any domestic publishing houses and publishers should deposit one copy of their published books to the King's library in his castle before sales, or all of their publications shall be confiscated and they shall be fined much money.

Change of Domestic Administration: Initially, China's publishing administration was the General Administration of Publication of the Government Administration Council in November 1949, and it went through the Administration of Publication Course of the Ministry of Culture (1954—1966), the National Administration of Pulication Course of the State Council (1973—1982), the Administration of Publication Course of the Ministry of Culture (1982—1985), and since 1987, it has been the Administration of Press and Publication of the State Council and the General Administration of Press and Publication of the State Council.

The acceptance history of the National Library of China: China's publication legal deposit system initiated at the end of Qing Dynasty. In 1906 and 1910, the Qing Dynasty's government formulated Special Regulations on Publications of Qing Emperor and Charters of Copyright, respectively. These two legal documents specified the legal deposit system of publication samples, respectively. The official document that really defined the National Library of China as a legal deposit library was The Memorial of the Ministry of Education Presenting to the Interior Ministry for Depositing Publications to the Metropolitan Library for Collection in March 6, 1916. This article clearly requested publishers to deposit their publications to libraries: "After the investigation into publication laws of Britain and France, we found all of them prescribed that one copy of the books published in the country which had been recorded by the governmental agency in accordance with the publication law should be presented to the National Library for collection…therefore, the Metropolitan Library was preparing to imitate these laws. We planed to file an application to the Interior Ministry that one copy of the books published in the country which had been recorded by the governmental agency in accordance with the publication law should be presented to the Metropolitan Library for collection, so as to bright the civil administration through paying a high attention to books. And this measure is similar to educational politicization, and we will benefit much from it." Two days later, the Beijing government approved this application. From then on, the National Library of China formally became the legal deposit library of publications, and the publication legal deposit system in the true sense appeared in China.

As one of China's specified public collection institutions, since 1916, the National Library of China has be authorized to accept statutory copies of domestic publications, including formally published books, newspapers, periodicals, audio-visual products, electronic publication and publications of other carrier formats. Since the establishment, because of our rich collection resources, the library has been a significant window of opening up to the outside world and cultural exchanges of China. Meanwhile, because of the National Library of China's professional collection quality, a mass of precious publications with literary values can be effectively conserved and become China's valuable wealth.
