· Readers aged 18 and above can use the NLC Main Library. On public holidays such as New Year's Day, the Spring Festival (3 days, from the New Year’s Eve to January 2nd in lunar calendar), Labor Day (May 1st) and National Day (October 1st to October 3rd ), junior middle school students, children and juveniles accompanied by their parents are welcome to visit the NLC Main Library.
· The NLC Library of Ancient Books is open to readers aged 16 or above. (Juvenile and Children's Multimedia Reading Room opens for readers aged 15 and under.)
· Readers can apply for reader’s card for free for the first time by ID cards, military ID cards, solider cards, passports, pass to Hong Kong and Macao, home-visiting certificate of Taiwan fellowmen, or residence booklet, and acquire the basic functions of reader’s cards, which will have extended function with other corresponding conditions. · For entrance to reading rooms and request for services, the reader's card is required. (Readers aged 18 and above can enter open-stack reading rooms for reading by second-generation ID cards.
· Reader’s card has long-term validity. If a certain reader violates the rules, his/her reader’s card will be suspended in the Library, and be reused after disposal.
· Senior citizens with the Preference Pass and the disabled are given higher priority to the services.
· Please put bags and other personal belongings not needed for use in the Checking Room for Readers.
· Readers should pay attention to their appearance and be neatly dressed in the Library. No vests and slippers are allowed.
· No smoking and no inflammables are allowed in the Library.
· Please have meals and drink water in the designated area. Food and drinking water are not allowed to carry into the Library.
· Any activity other than reading and searching for information is not allowed.
· Please keep quiet in the Library. Switch off mobile phones and beepers when entering the reading rooms.
· Please follow the regulations and the management of NLC.

In order to promote the civil use of library by library users, the National Library of China advocated the suggestion of being civilized users in the promotion period of reader services in 1999. The content of the"Civilization Readers Convention"is as follows:
—To wear tidy clothes: No vests and slippers are allowed in the library.
—To stress on cleanness: No spitting and littering.
—To act civilly: No arguing and fighting in the library.
—To keep quiet: No shouting and the use of communication device with sound.
—To treasure the time: No occupation of seats, chatting and sleeping in the library.
—To cherish property: No damage to building facilities and library materials.
—To follow rules: Don't do things that violate the Library policy.
—To respect yourself: Don't do things that harm the personality.

The National Library of China expects library users to respond positively to the convention to assist the library in the reader services.
