Origin of a legal deposit system |
The origin of a legal deposit system was first implemented in 1537 when King Francois I of France issued the "Ordonnance de Montpellier." This royal decree forbids the sale of any book without first having deposited a copy in the library of his castle. Otherwise, the publication would be confiscated and penalty is required.

Changes in domestic authority |
The publication authority in China is first established on November 1949, denominated as Administration Council Publication. The title of the publication authority was changed through out the years, including Publishing Authority of Culture Ministry(1951-1966), National Publishing Authority of State Council(1973-1982), Culture Publishing Authority of Culture Ministry (1982-1985). From 1987 to present, the publishing authority is denominated as The General Administration of Press and Publication of the People's Republic of China.

| History of Legal Deposit in National Library of China |
The Legal Deposit system in China starts in the late Qing dynasty. The Qing government developed and announced the Law of Publication in Qing dynasty and Copyright law in 1906 and 1910 respectively. These two legal documents present the Legal Deposit system of publication respectively. In 1916, the official statement has truly established the National Library as a Legal Deposit Library. It is the first statement that requires the publishers to deposit publications to the library. "Refering to the Law of Publication in British and France, the law requires the publishers to deposits copies of their publications in National Library in the country in which they are published. . . . National Library of China prepares to set up this legal deposit system. Please require the Domestic Affairs Ministry to execute the legal deposit system for the future publication in China." Based on the Law of Publication, a copy of publication should send to National Library of China. Afterwards, National Library of China was officially became a legal deposit library. The formal legal deposit system is operated in China.
As one of the legal deposit libraries, National Library of China receives the copy of the publications since 1916. The deposit includes books, newspaper, journals, audio-visual materials, digital publications and the publications that are published in any other media. With the large and comprehensive collection in the National Library of China, it acts as an important platform for culture exchange. In the meantime, thanks to the professionalism level of preservation.
