1.ISSN Information

International Standard Serial Number (ISSN)

ISSN (International Standard Serial Number) is developed by the International Organization for Standardization (ISO). It is a brief, unique and unambiguous identification code of continuing resource, which includes journals, magazines, electronic journals, ongoing directories, newspapers and yearbooks in different languages. By the end of 2004, there had been 1,149,364 records of serial resource, including currently published and no longer being published serials, in the international ISSN database that is the most large-scale bibliographic database of serials in the world.

The ISSN Network

ISSN Network was established in 1975 to control the assignment of ISSN, to maintain a database of records for the world's serial publications, and to act as the standards authority with the help of UNESCO and financial support of French Government as an intergovernmental institution. It consists of the International Center, a Regional Center and 80 National Centers. The International Center is located in Paris, France.

2.ISSN China Center

ISSN China Center was set up officially in 1985. Located in the National Library of China, the Center carries the responsibility for the registration of Chinese serials, which has to register with the General Administration of Press and Publication of the P.C. China first, response to reference inquiries and provision of data records to the International Center. By the end of 2005, ISSN China Center had assigned over 13,000 ISSN to Chinese serials.



ISSN China Center was elected as the Governing Board Member in the General Assembly of ISSN International Center


The 16th General Assembly of ISSN International Centers was held at headquarter of UNESCO (France) from April 24 to 26, 2006. There are 32 representatives from different countries and 46 representatives from different international associations and observers participating the General Assembly. Mr. Zhigeng Wang, the director of ISSN China Center has taken part in this occasion.

The conference is commenced under the global background of knowledge-based economy. For the challenge of digital publishing and network publishing, it is important to investigate the continuing resources. In the conference, the General Assembly has approved several important reports, “Working report of Governing Board 2004-2005”, “Working report of ISSN International Center 2004-2005” and “Working report of new system project group”. In addition, the “ISSN strategic development plan 2006-2012” and “Amendment of ISSN International Standard (ISO03297)” has discussed and approved the “The proposal of allocating annual member fee of Member States 2007-2008”. Eventually, the General Assembly elected a new ISSN Governing Board. The ISSN China Center was elected to be a member in the new ISSN Governing Board.

The ISSN Governing Board is renewable every two years. It consists of one representative of host states, one representative of UNESCO and ten national centers. The Governing Board is elected in the General Assembly by voting. ISSN Governing Board has important responsibility in the ISSN International Center. The Governing Board adopts the Center’s programme of work and budget and provides consultation services to members.


Application requirement

It should be issued the License of publication serials from the General Administration of Press and Publication of the People’s Republic of China. The publication distribution area includes China and overseas.

Application method

  • Complete the application form
  • Submit a copy of endorsement from the General Administration of Press and Publication of the People's Republic of China or Ministry of Science and Technology of the People's Republic of China. The License of publication serials and a copy of serials registration form.
  • Submit the serial (Include the first issue of the current title, the last two issues of the current title and the last issue of the former title)
  • Application fee is $300
  • Email or post the copy of endorsement, license and registration form with the ISSN application form, serials and application fee (can be pay in post office) to the ISSN China Center.

Note: If the serial is not published yet, applicant can submit the serial after publishing. For the foreign language serials, please fill in the application form by using both Chinese and foreign languages.
