On 23 December, an appointment meeting of the director of the National Library of China (NLC) was held in the NLC Multi-functional Hall by Ministerial CPC Committee of the Ministry of Culture, announcing the decision on title adjustment of Zhou Heping and Zhan Furui.
Cai Wu, the Minister of the Ministry of Culture and Secretary of Ministerial CPC Committee of the Ministry of Culture, attended the meeting and delivered an important speech in the meeting. Gao Shuxun, Director of Department of Personnel, the Ministry of Culture, hosted the meeting, and announced Circular of the Ministry of Culture on Appointment of Zhou Heping and Zhan Furui. According to the decision of Ministerial CPC Committee of the Ministry of Culture, and after submitting to the Organization Department of the Central Committee of the CPC for approval, Zhou Heping was appointed Director (Vice Minister Level) of the NLC, and Zhan Furui was converted to Secretary of the CPC Committee of the NLC and Executive Deputy Director (Director-General Level) of the NLC.
Zhou Heping, the Vice Minister of the Ministry of Culture and the Director of the NLC, and Zhan Furui, the Secretary of the CPC Committee of the NLC and Executive Deputy Director of the NLC, attended the meeting and delivered a speech respectively. Chang Pijun, Deputy Director and Deputy Secretary of the CPC Committee of the NLC, Deputy Directors, namely Chen Li, Zhang Zhiqing and Wei Dawei, middle-level leaders, associate research librarians and research librarians attended the meeting.
In the meeting, Cai Wu, the Minister of the Ministry of Culture, proposed four demands for the NLC, i.e. fully playing the leading roles of the NLC, and leading the libraries in China to create a new situation; inheriting the traditional Chinese culture, and strengthening the preservation and utilization of cultural classics; further deepening the personnel system reform, and strengthening talents cultivation; promoting management innovation and continuously improving the internal management ability.
The members of the current NLC leader group are as follows: Zhou Heping, Director of the NLC, Zhan Furui, Secretary of the CPC Committee of the NLC and Executive Deputy Director of the NLC, Chang Pijun, Deputy Director and Deputy Secretary of the CPC Committee of the NLC, and Deputy Directors Chen Li, Zhang Zhiqing and Wei Dawei.
Mr. Zhou Heping's Biography

Mr. Zhou Heping, Han ethnic, was born in Hebei Province in 1949. He started his career in August 1968 and joined the Communist Party of China (CPC) in 1978. He has successively worked in the countryside, as middle school teacher, schoolmaster, Deputy Secretary of CPC County Committee, Director in the Ministry of Personnel, Secretary of the CPC Committee of the National Library of China, and Executive Deputy Director of the National Library of China. He has also successively held the posts of Executive Deputy Director, Director and Honorary Director of the Library Society of China. He has served as Vice Minister of Culture and Member of the Ministerial CPC Committee of the Ministry of Culture since March 2001, Member and Secretary-General of the Inter-ministerial Joint Meeting of Intangible Cultural Heritage Protection since March 2005, and Member of the Inter-ministerial Joint Meeting of China Ancient Books Protection since April 2007. He was appointed Director (Vice Minister Level) of the National Library of China in December 2009. Mr. Zhou Heping is a Member of the 11th National Committee of Chinese People's Political Consultative Conference (CPPCC).
