On 28 September 2009, the foundation stone laying ceremony of the new library building of Jilin Provincial Library & Centennial Celebration Ceremony of Jilin Provincial Library was held in Changchun. Many leaders attended the ceremony, and Wei Dawei, NLC deputy director, attended the ceremony and delivered a speech on behalf of the NLC. The ceremony was hosted by Chen Xiaoguang, vice governor of Jilin Province.

The new library building of Jilin Provincial Library has 5 floors, with the total built area of 50000 square meters, which will be put into use in 2012. The new building will hold 5 million volumes, set 3000 reading seats, and serve an average of 6000 visitors per day. In addition, the new library building will make breakthroughs on expanding digital reading functions and satisfying readers' various demands, such as leisure service, knowledge and information service, humanized service and personalized service.
Later on, the celebration ceremony was held in Changchun Guandong Theatre. Some leaders, including Xun Fengqi, Chen Xiaoguang, and Liu Xiaoqin, representatives from library community, and staff of Jilin Provincial Library attended the ceremony. Wei Dawei, NLC deputy director, attended the ceremony and made a speech for expressing congratulations to Jilin Provincial Library. The celebration ceremony was presided over by Lin Jun, director of Culture Department of Jilin Province.

Jilin Provincial Library is a library with 100-year history, which is founded in Jilin City in 1909. It is the information collection centre and service centre of Jilin Province. Since December 2008, when it became the branch library of National Digital Library of China (NDLC), Jilin Provincial Library has developed many cooperation projects on digital library development with the NLC, and used the rich digital resources of the NLC to provide more convenient and diversified services for the public in Jilin Province, which plays important roles for the promotion of NDLC resources and services.
